Behavioral Health Division Administrator, Todd Campbell

The Behavioral Health Division is one of two new divisions in the Department of Human Services in 2023. What was previously part of Adult Community Services Division is now its own division with more resources available to provide more focus and clarity to their work in 2023.

As a division, Behavioral Health strives to provide a full range of treatment and recovery-oriented services for those who are experiencing mental illness and substance use disorders. Services are organized and provided in a way that assures all people who are in need of care have access to the right service at the right time, while using the least restrictive means possible. Along with more than 100 contracted providers, the division maintains a continuum of services so that people can receive assistance in community-based settings to the extent possible. Our feature story on the Thorn Adult Family Home is just one example of how individuals living with a mental illness can successfully live and work in our community as neighbors, rather than in an institution.

The Behavioral Health Division, led by Division Administrator Todd Campbell, is organized into four
major units:

Urgent Care (Carrie Simon, Manager) – Includes crisis services, which includes everything from a crisis call center, to mobile crisis workers, crisis facilities, psychiatric hospital and institutional placements, and crisis stabilization efforts. This unit also includes peer support services, and the Behavioral Health Resource Center. Be watching for the 2022 BHRC Annual Report, due to be released in the next few weeks. The Crisis Triage Center will also be a part of this unit once it is opened.

Recovery Management (Hannah Whaley, Manager) – Includes Community Support Programs and case management programs that help individuals with mental illness thrive in the community, community based residential services, vocational support, and services for those experiencing homelessness.

Justice Support and Clinical Services (Chloe Moore, Manager) – Includes Alternative Sanction Programs, Substance Use Disorder Treatment continuum, Outpatient Services for those across the lifespan, and Case Management and Crisis Stabilization Services for Youth.

Comprehensive Community Services (Julie Meister, Manager) – CCS is referred to in state parlance as a psychosocial rehabilitation program. In real life, that means individuals who are living with a mental illness and/or substance use disorder and are seeking a path to recovery can find support and services for charting that path in CCS. Once found eligible, individuals work with a service facilitator who helps them organize a plan of care that uses contracted service providers who work in a number of service array areas.

Every unit in the Behavioral Health Division is focused on doing what it can to help our Dane County neighbors thrive in the community. The goal is to keep enough of the right kind of service available so that can be a reality.
