2024 DCDHS Request for Proposals

Dane County Department of Human Services is undergoing its annual Request for Proposals (RFP) process. The Department of Human Services releases the bulk of its yearly RFPs—termed “on-cycle”—in the spring. In late March, we posted a number of RFPs, and we will continue to post these on-cycle RFPs through April. Additionally, the Department releases “off-cycle” RFPs throughout the calendar year. A number of these off-cycle RFPs are listed at the end of this document.

Vendors have an opportunity to submit questions about the RFPs after they are posted. Please see the RFP for the deadline for these questions.

Application Due Date
Applications must be submitted by 2:00pm on the due date. Late submissions cannot be accepted.

Behavioral Health Division
(formerly Adult Community Services)

Court-Ordered Evaluations

Services essential to the provision of reports and recommendations to the court to include assessment, diagnosis, case planning, monitoring and review for court proceedings under Chapters 51, 54 and 55 of the Wisconsin Statutes.

Psychiatry/Prescriber Services

To provide timely behavioral health prescribing services to children and youth involved with Child Protection & Youth Justice Services and Joining Forces for Families and the uninsured and help improve the daily functioning of these children and youth in the community. Services will allow youth access to psychiatric/prescriber services until they are able to garner care in health systems connected with their medical home.

Peer Recovery Services

Recovery Coaches and Certified Peer Specialists utilize their personal lived experience, in combination with their training and education, to provide support to others experiencing mental health and/or substance use challenges.

Disability and Aging Services Division
(formerly Adult Community Services)

Vocational Futures Planning

Vocational Futures Planning & Support is a team-based comprehensive employment readiness service that supports adults with disabilities of transition age to obtain, maintain or advance in employment. 

Veteran Transportation

Provides transportation to veterans, including elderly and disabled individuals, who are unable to use existing transit options or for whom no transportation resource is available.

Transgender Health Advocate

Serves transgender and gender non-conforming individuals to improve access to quality healthcare and includes public education about transgender health care issues.    

Volunteer Program

Engages senior adults in volunteering with the community at large through volunteer placement.

Cultural Diversity

Coordinate and provide programs in the areas of health, wellness, and recreation to Black or African American and non-English proficient/Spanish-speaking Latino older adults. This program includes provision of transportation to culturally specific programming for older adults in the targeted communities.

Housing Access and Affordability Division

Rapid Re-Housing

Rapid Re-Housing program in Dane County providing time-limited assistance for individuals and families who are experiencing homelessness obtain housing quickly, access support services, and stay housed.

Housing Navigation

Housing navigation services for people who are experiencing sheltered or unsheltered homelessness, and the development of general housing navigation resources for the broader public (housing search tips, housing listing, etc.).

Prevention and Early Intervention Division

Substance Use Prevention Services

Prevent problems linked to substance use by reducing risk factors and increasing individual, family and community protective factors associated with alcohol and drug using evidence-based practices. Provider will lead community mobilizing efforts.

Off-Cycle Upcoming RFPs
Below is a non-exhaustive list of upcoming RFPs that are not on the standard spring-release schedule. DCDHS expects to post these RFPs in 2023.

Crisis Triage Center

DCDHS will seek operator of a to-be established Crisis Triage Center.

Grant - Mental Health, Trauma Recovery, and Workforce Development for the Health Care and Public Health Workforce

From this RFP the County intends to contract with an agency that is able to identify the needs outlined in the Health and Human Needs Committee Report and make those recommendations a reality. This project will entail the tasks outlined in the recommendations section and include county coordination, implementation of supports for mental and physical health, workforce development, and develop program funding for program sustainability.

Elderly Nutrition Program

The Elderly Nutrition Program (often referred to as group congregate meals and/or home delivered meals for older adults) is offered at 28 meal site locations across Dane County. DCDHS will seek bids for catering services at several nutrition program sites throughout Dane County.

Dementia Mobile Support Team

DCDHS will seek bids for a Dementia Support Team Social Work Case Manager who would be responsible for responding to referrals of persons who appeared at risk of hospitalization or losing their housing due to challenging expressions of behavior.

Young Adult Transitional Living Program

DCDHS will seek operator of housing transitional living program.

Adult- Group Home Provider

DCDHS will seek bids for provider of a transitional supported living environment in the community, promoting and teaching residents the social and independent living skills that will help them move to less restrictive living arrangements.
